All four cities we cover treat foundation repair as permitted work, based on their own documents. What they publish about it varies.

Sugar Land

Sugar Land's homeowner permit brochure lists "foundation repairs" among the work that needs a permit. It says permits are valid for 180 days and that homeowners may apply for permits themselves. It refers to the 2015 building codes and the 2020 electrical code, so it may predate the city's current code; check with the Permits office at 281-275-2270.

The city's residential building permit page, written for new homes, additions and remodels, requires post-tension slab designs to be signed and sealed by a professional engineer. We didn't find a Sugar Land document saying whether a repair needs an engineer's letter, so ask.

Missouri City

Missouri City's list of construction that needs a permit and city inspection includes "foundation repair of any kind." Its residential building permit application, updated September 2023, has foundation repair as its own work class, with a $52 plan review fee and a $52 permit fee. The application doesn't list an engineer requirement, so ask the city.

Stafford

We didn't find a Stafford checklist, but its monthly permit reports list "Foundation Repair" as a permit type. The December 2023 report alone shows six of them, with total fees of $305 to $405.

Richmond

Richmond's residential building permit application, updated September 2022, lists a $50 fee for each foundation repair. Permits office: 281-232-6871, 600 Morton Street.
